    Shouldn't have engaged with the officers. They've pulled you over, so just give them name, address and ask them for a provider so you can go to your nearest police station with documentation if asked under the road traffic act. No need to explain anything to them as it just gives them ammunition. Also never tell them that you understand as it can be seen by a court as an admission of guilt.

It doesn't matter if the reason for the stop wasn't a routine traffic stop - the cops can ask for your details if you are driving a car in the UK because they can claim they wanted to check you had a licence and insurance - as the number plate can't confirm who is actually driving. You can't keep silent about your name, address and date of birth as these details cannot incriminate you of anything. He went a bit over the top providing all the information he did - but not identifying would end up with him being arrested.

      You can insist on reading their notes, and you can make observations and sign it.
      The problem for these police is that its then read by their superiors, and has to be produced in court if demanded.
      www.whatdotheyknow.com/request/50159/response/127822/attach/3/National%20Guidance%20on%20Using%20a%20Pocket%20Notebook.pdf
      You may use the notebook to refresh your memory when giving evidence,
      providing the court is satisfied that the entries were made at the time of the
      offence or incident or as soon as practicable afterwards.
      The general rule is that it
      should be used to record all information or intelligence relating to offences
      and other events or incidents that come to notice, where it is likely that a
      report or statement will have to be completed.
      =======
      So that includes the names of the people making the complaint. So in this case the observation that the crime was laughing.
      For example, a record must be
      made of the description of any suspect as first given to you by a witness.
      ========
      Again the bet is they didn't do this.
      ========
      • Names and addresses of victims, offenders, witnesses and informants
      should be recorded. Additional information about the offender may be
      relevant depending on the incident.
      ========
      I bet they didn't. In lots of cases, they create "witnesses" or "complainants.
      ========
      A note should be made of any comments made by a person suspected of
      committing an offence whether these comments are in response to your
      questions or not. The person should be invited to read the note and write
      an endorsement to the effect that ‘I certify that this is a true and accurate
      record of the conversation that took place’. This should be signed by the
      suspect and the officer as the conversation may be construed to be an
      interview. If the suspect does not consider it to be correct, he or she
      should be invited to indicate which details are considered to be inaccurate
      and to sign a record of those details.
      ==========
      This is the killer bit.
      Particularly when you have video evidence of asking to sign the note book.
      I would insist that there are no gaps to fill in bits after you signed it. etc.

    You need to hand them a simple letter that informs them of your intent to file civil suit against them in their civil capacity for any and all infringements on your rights. Then hand them your license and say nothing. You make the mistake to often of engaging with them, they are not being friendly , they are following their training to incriminate you for anything that they can get you on and by talking to them you are making their job easier for them.

    There's nothing you could do about giving details once they use Section 164 and 165 of the Traffic Act. It's a shame they use this to identify you for something unrelated. You disarmed them with your explanations, it worked this time, but by talking too much you could incriminate yourself. I'm sure next time you'll keep it to a minimum.
