I got confused too..but I think and also mentioned in the book the least number of first preference that's means C got least 1st preference and his vote are cancelled and distributed to A and B

No, I took an example for easier understanding, where, say, there were only 5 people who voted for C in first preference. There could be more voters than 5 who chose A/B as their first preferences
