I'm leaning more towards the samsara effect - the twin traveled Teyvat just like us, and the world "ended" and started from the start, just that our sibling became a part of it since there's already data about them due to the journey they've already lived. Or that, at least, that's what they believe. It could always be that they were somehow brainwashed, given what Nahida said about their fate...

We caused the problem, Venti could have left us with it, but he just made us help him fix it. And we didn't ask the people of Mond for help finding our siblings during the archon quest, we agreed for everything. But this is the only nation for now that makes the archon's/their people actions understable
I feel like people forget, and a lot of them in mondstadt did try like amber, i dont see that much from the main characters in the other nations, other from npc's. I could be wrong ┐(￣ヘ￣)┌
