Sure Rose isn’t as strong as a lot of other members of Shadow Garden but she does wield a lot of political power which makes her an extremely valuable asset to the group. A lot of the members will definitely be jealous of Cid but it would be beneficial for the group long term to have a government that supports them and not actively try to hunt them.

And to be honest, It's debatable how much Cid actually cares about Claire in the first place. As nobody4y said, Claire is in a coma with Zeta's extremist shadow garden faction guarding her. Cid makes an off hand comment on how maybe she should just "sleep forever" and the two shadow garden members guarding her tense up, because they're trying to extract Diablos cells in a way that won't harm Claire. But Cid basically told them he didn't mind if she died, which surprises them, but reaffirm they will totally kill her off if he orders it. Cid doesn't understand what they're saying but understands he might have said something bad, and barely manages to save the situation by saying he was just joking. However that doesn't matter because even if he could feel something was off about how the two SG members were acting, this incident will likely make it's way back to Zeta's ears and further make Zeta believe Cid doesn't actually care about what happens to Claire, and further endanger Claire's life.... And the thing is, I'm not so sure Zeta would be so wrong in that belief. Cid is kind of sociopath. He wouldn't ever order Claire dead, but I don't think he'd actually care if she did die...
