For those wondering about this issue, article 144 of the Constitution of Perú establishes that the President can only dissolve Congress and call for parliamentary elections *only if* the Chamber has denied its confidence to two Council of Ministers, this has not happened and therefore the President's attempt to dissolve Congress to avoid being Impeached is unconstitutional. Congress was meeting that day to vote on Impeachment but did not have the necessary votes, but when the MPs found out about this coup attempt by the President they got the votes and they impeached him and therefore he lost his presidential immunity and was arrested by his own police escort for the flagrant crime of rebellion established in Article 45 of the Constitution. It was a coup since President Castillo not only tried to dissolve Congress illegally but also called elections for a Constituent Assembly to replace the Constitution, established a curfew, prohibited the civilian use of weapons, and said that he was going to reorganize the entire State including the Judiciary and the Constitutional Court and govern by decree laws. Luckily he did not have the support of the Armed Forces since the Generals declared that they will not comply with an unconstitutional order.

Former President Fujimori ended a bloody and cruel destructive revolutionary movement and then - unfortunately - became a dictator facilitating neoliberalism and buying the allegiance of most media sources. But that is not the crux of the situation here. There were numerous friends of the Castillo regimen in the Peruvian Congress and those that were against him after his coup attempt were not so because of racial issues. That is a saying that was true in many cases but that not is mostly a socially motivating matter of faith in Marxist-derived dogma. Most of Congress is not composed of right-wing oligarchs or their representatives. That is an outdated, Marxist-Leninist dogmatic idea and discourse that still convinces too many uninformed people (or those that hold on to a belief in this). They were against him because of his wrongdoings, for example, secret meetings outside of the Government Palace and negotiating under the table while erasing security camera videos of the people with whom he met. They were against the way he shamefully displayed ignorance in international meetings and also against the way the economy was going as much as how many of his campaign promises "for the poor people of Peru" were not kept. In fact, Castillo wanted a second censorship attempt to succeed in order to close the Congress, as per the Constitution. He wanted to find a way to impose a one-party nondemocratic Marxist government pretending to be a victim. Originally, most of the Congresspersons were not going to oust Castillo. There weren't enough votes for that. However, few are honest and principled and they constantly change parties and affiliations as convenient. Many (with pending lawsuits) were defending their seats and privileges by preventing the Executive from closing Parliament. Through a "shadow cabinet" Castillo had secretly negotiated with many in the opposition that sold themselves receiving bribes or cuts in exchange as they were also granted public works that were of interest to them. Besides this, the MANY-MULTIPLE wrongdoings of Castillo and his FOUR (5) Cabinets and 70+ ministers in one year and a half showed how incompetent he was, besides placing relatives and friends in Ministries and positions of power and electing as close collaborators doing shady deals including forcing others to pay (maffia-like) collaboration quotas as how the political party that supported him did before his candidacy ...for example charging bribes to grant driver's licenses. More than 70% of public opinion nationwide was tired of Castillo's government. He unconventionally promoted generals to command posts and, in spite of promoting Walter Cordoba A. as Commander General of the Army, the commander generals of the other armed forces refused to support the coup. Most of the moderate and middle-class protesters marching in the streets of Lima against his government participated in peaceful marches but - in contrast - Castillo's base marching throws rocks at policemen - even capturing them - and cars are attacked and violently impede transportation by burning tires and placing rocks on the highways and throwing rocks at drivers. In provinces, some of the local prefects placed in power by Castillo's government provoke locals (usually young men) to protest in a violent way. They act illegally and tend to be very misinformed, or lacking sufficient information, especially in some mountainous regions of Peru. But, in fact, thus far, they are a minority drawing plenty of media attention to them with their actions. There already are plenty of wounded and a few dead. Most people (including most working-class people) are against these actions. Besides a typical Marxist-Leninist strategy, one of the main reasons Castillo and his closest allies had to try to close Congress (and the prosecutor's offices and courts) was to evade justice. There is PLENTY of objective, serious evidence found about this through the videos and documents, and computer data that were not destroyed by Castillo's proxies, and much of the incriminating evidence comes by means of many effective collaborators that formerly did his bidding with shady under-the table-deals. We called them the "shadow cabinet". Ousting Castillo was not about racism but about confronting a very corrupt and inefficient regime, itself a product of the high levels of an informal - often delinquent - economy with under-the-table negotiations and a mixture of old fashion Marxism-Leninism that doesn't allow teachers to be well prepared and neoliberalism influencing a "me first" attitude in everyone. The issues are different and the traditional elites are not in control as is dogmatically repeated according to ancient Marxist-Leninist dogma by people that believe that representative democracy and the balance of power is a bourgeoise system as much as they believe that the only thing that matters is to have POWER and that all else is an illusion. Castillo's core base and former party believe that they are the true representatives of the true people, much like the neo republicans do about their claims of representing the true Americans. That is ETNOCENTRISM and that is called a DICTATORSHIP which impedes human development, naturally coming together, and genuine self-governance. It is a DICTATORSHIP either in a left-wing format or a fascist right-wing format. Thank goodness the general commanders of the 3 armed forces and the police recognized Castillo's move as unconstitutional and they were not controlled by any oligarchy. Even if the Commander general of the Army had been (legally but irregularly) placed in power by Castillo himself, the other commanders did not agree. When Castillo realized that they did not support him in his coup attempt in which he tried to close Congress and halt the judicial system, announcing a curfew or state of exception, he and his Prime Minister tried to escape by motorcade seeking asylum in the Mexican Embassy. He was trying to escape justice after his attempt to close the courts, Congress, and prosecutor’s office failed. However, while he was on the road, as soon as Congress finished voting against him, he had effectively ceased to be President the police and his own convoy of bodyguards detained him and took him to the Prefecture. Knowing that Castillo was trying to escape several citizens blocked the streets trying to block his path. As of today, his Prime Minister went clandestine (as well as some of his nephews and close associates did before) and the Marxist-Leninist leaders that want to impose a referendum to change the Constitution and (like in Venezuela) become impervious from the removal of political power are motivating people to block highways, burn police stations, attack airports, and throw rocks. Their behavior is not civic and they say that peaceful marches of the opposition are for "sissies." Some are planning a violent march reaching Lima and the new government headed by Castillo's former Vice President (Dina Boluarte) is trying to converse and calm down these irritated people without using deadly force. But the protesters have already hurt some people. Although media outlets give the impression that a majority is revolting in favor of Castillo, they are a minority that has been exacerbated by the extreme left-wing party prefects pla ced in power by Castillo and misinforming people in some of the rural provinces of Peru. Today (Dec 11, 2022), one of Castillo's supporters in Congress cowardly punched another congressman in the back and when the aggrieved turned around, he run away. What a disgraceful primitive behavior! The result of an illiberal regression (whether right-wing or left-wing). Please try to see all sides and all evidence more comprehensively and less in a doctrinaire way or we will be always extending unending ideological fights over dichotomous simplistic explanations which compete with each other in closed-minded information-epistemological tribes and will never understand what is happening. What much of this unfolding sad story says is that in general the people of the world still live focused on other concerns, under passee - but very real for them - competing ideologies that do not keep up with the times. That, even as millions of creative progressives and others are opening up to otherworldly vistas that also promote civic responsibility and humanitarianism, many more millions around the world are still vitally enmeshed in terrible earthly disputes concerning power struggles and enormous levels of generalized (and culturally normalized) corruption that turn alleged freedom fighters into power-hungry scoundrels.

Former President Fujimori ended a bloody and cruel destructive revolutionary movement and then - unfortunately - became a dictator facilitating neoliberalism and buying the allegiance of most media sources. But that is not the crux of the situation here. There were numerous friends of the Castillo regimen in the Peruvian Congress and those that were against him after his coup attempt were not so because of racial issues. That is a saying that was true in many cases but that not is mostly a socially motivating matter of faith in Marxist-derived dogma.
Most of Congress is not composed of right-wing oligarchs or their representatives. That is an outdated, Marxist-Leninist dogmatic idea and discourse that still convinces too many uninformed people (or those that hold on to a belief in this). They were against him because of his wrongdoings, for example, secret meetings outside of the Government Palace and negotiating under the table while erasing security camera videos of the people with whom he met. They were against the way he shamefully displayed ignorance in international meetings and also against the way the economy was going as much as how many of his campaign promises "for the poor people of Peru" were not kept. In fact, Castillo wanted a second censorship attempt to succeed in order to close the Congress, as per the Constitution. He wanted to find a way to impose a one-party nondemocratic Marxist government pretending to be a victim. Originally, most of the Congresspersons were not going to oust Castillo. There weren't enough votes for that. However, few are honest and principled and they constantly change parties and affiliations as convenient. Many (with pending lawsuits) were defending their seats and privileges by preventing the Executive from closing Parliament.
Through a "shadow cabinet" Castillo had secretly negotiated with many in the opposition that sold themselves receiving bribes or cuts in exchange as they were also granted public works that were of interest to them. Besides this, the MANY-MULTIPLE wrongdoings of Castillo and his FOUR (5) Cabinets and 70+ ministers in one year and a half showed how incompetent he was, besides placing relatives and friends in Ministries and positions of power and electing as close collaborators doing shady deals including forcing others to pay (maffia-like) collaboration quotas as how the political party that supported him did before his candidacy ...for example charging bribes to grant driver's licenses. More than 70% of public opinion nationwide was tired of Castillo's government. He unconventionally promoted generals to command posts and, in spite of promoting Walter Cordoba A. as Commander General of the Army, the commander generals of the other armed forces refused to support the coup.
Most of the moderate and middle-class protesters marching in the streets of Lima against his government participated in peaceful marches but - in contrast - Castillo's base marching throws rocks at policemen - even capturing them - and cars are attacked and violently impede transportation by burning tires and placing rocks on the highways and throwing rocks at drivers. In provinces, some of the local prefects placed in power by Castillo's government provoke locals (usually young men) to protest in a violent way. They act illegally and tend to be very misinformed, or lacking sufficient information, especially in some mountainous regions of Peru. But, in fact, thus far, they are a minority drawing plenty of media attention to them with their actions. There already are plenty of wounded and a few dead. Most people (including most working-class people) are against these actions.
Besides a typical Marxist-Leninist strategy, one of the main reasons Castillo and his closest allies had to try to close Congress (and the prosecutor's offices and courts) was to evade justice. There is PLENTY of objective, serious evidence found about this through the videos and documents, and computer data that were not destroyed by Castillo's proxies, and much of the incriminating evidence comes by means of many effective collaborators that formerly did his bidding with shady under-the table-deals. We called them the "shadow cabinet". Ousting Castillo was not about racism but about confronting a very corrupt and inefficient regime, itself a product of the high levels of an informal - often delinquent - economy with under-the-table negotiations and a mixture of old fashion Marxism-Leninism that doesn't allow teachers to be well prepared and neoliberalism influencing a "me first" attitude in everyone.
The issues are different and the traditional elites are not in control as is dogmatically repeated according to ancient Marxist-Leninist dogma by people that believe that representative democracy and the balance of power is a bourgeoise system as much as they believe that the only thing that matters is to have POWER and that all else is an illusion.
Castillo's core base and former party believe that they are the true representatives of the true people, much like the neo republicans do about their claims of representing the true Americans. That is ETNOCENTRISM and that is called a DICTATORSHIP which impedes human development, naturally coming together, and genuine self-governance. It is a DICTATORSHIP either in a left-wing format or a fascist right-wing format. Thank goodness the general commanders of the 3 armed forces and the police recognized Castillo's move as unconstitutional and they were not controlled by any oligarchy. Even if the Commander general of the Army had been (legally but irregularly) placed in power by Castillo himself, the other commanders did not agree.
When Castillo realized that they did not support him in his coup attempt in which he tried to close Congress and halt the judicial system, announcing a curfew or state of exception, he and his Prime Minister tried to escape by motorcade seeking asylum in the Mexican Embassy. He was trying to escape justice after his attempt to close the courts, Congress, and prosecutor’s office failed. However, while he was on the road, as soon as Congress finished voting against him, he had effectively ceased to be President the police and his own convoy of bodyguards detained him and took him to the Prefecture. Knowing that Castillo was trying to escape several citizens blocked the streets trying to block his path.
As of today, his Prime Minister went clandestine (as well as some of his nephews and close associates did before) and the Marxist-Leninist leaders that want to impose a referendum to change the Constitution and (like in Venezuela) become impervious from the removal of political power are motivating people to block highways, burn police stations, attack airports, and throw rocks. Their behavior is not civic and they say that peaceful marches of the opposition are for "sissies." Some are planning a violent march reaching Lima and the new government headed by Castillo's former Vice President (Dina Boluarte) is trying to converse and calm down these irritated people without using deadly force. But the protesters have already hurt some people. Although media outlets give the impression that a majority is revolting in favor of Castillo, they are a minority that has been exacerbated by the extreme left-wing party prefects pla ced in power by Castillo and misinforming people in some of the rural provinces of Peru.
Today (Dec 11, 2022), one of Castillo's supporters in Congress cowardly punched another congressman in the back and when the aggrieved turned around, he run away. What a disgraceful primitive behavior! The result of an illiberal regression (whether right-wing or left-wing). Please try to see all sides and all evidence more comprehensively and less in a doctrinaire way or we will be always extending unending ideological fights over dichotomous simplistic explanations which compete with each other in closed-minded information-epistemological tribes and will never understand what is happening.
What much of this unfolding sad story says is that in general the people of the world still live focused on other concerns, under passee - but very real for them - competing ideologies that do not keep up with the times. That, even as millions of creative progressives and others are opening up to otherworldly vistas that also promote civic responsibility and humanitarianism, many more millions around the world are still vitally enmeshed in terrible earthly disputes concerning power struggles and enormous levels of generalized (and culturally normalized) corruption that turn alleged freedom fighters into power-hungry scoundrels.
Castillo's actions weren't the coup, according to the rule of Peruvian law. The actions taken against him were the coup. But the media up here is trying to play it the opposite using American chauvinism to lie to people who are willing to believe Peruvian constitutional law is synonymous with American constitutional law. It isn't. It is a completely different system (for better or worse) and the situation in Peru cannot be accurately understood according to the US constitution as a standard.

Article 144 of the Constitution of Perú establishes that the President can only dissolve Congress and call for parliamentary elections only if the Chamber has denied its confidence to two Council of Ministers, this has not happened and therefore the President's attempt to dissolve Congress to avoid being Impeached is unconstitutional. Congress was meeting that day to vote on Impeachment but did not have the necessary votes, but when the MPs found out about this coup attempt by the President they got the votes and they impeached him and therefore he lost his presidential immunity and was arrested by his own police escort for the flagrant crime of rebellion established in Article 45 of the Constitution. It was a coup since President Castillo not only tried to dissolve Congress illegally but also called elections for a Constituent Assembly to replace the Constitution, established a curfew, prohibited the civilian use of weapons, and said that he was going to reorganize the entire State including the Judiciary and the Constitutional Court and govern by decree laws. Luckily he did not have the support of the Armed Forces since the Generals declared that they will not comply with an unconstitutional order.
