How would I imagine Michael as a villain:
- extremely intelligent strategist
- charismatic master of manipulation, persuasion and deception
- hightly competent and level-headed leader of angels he rectuits to his goals via manipulation and intimitidation
- master in hand-to-hand combat and swordsmanship, which combined with his angelic powers makes him a very dangerous enemie
- very self-centered control freak and toxic perfectionist, who doesn't like when someone oppose or destroy his "perfect" visions
- while very arrogant, he rarely lets his arrogance overshadow his intellect
- acts affably and respectfully towards those who suit him (it's more out of pragmatism than genuine care), but isn't above intimitidating or even ki11ing them for their failures
- rasist and hateful towards demons, since he believes that NONE of the sinners deserves a second chance and compare ki11ing them to ki11ing annoying flies with a bug spray
- vengeful towards Lucifer and Lilith
- hypocritical, since he feels pure hatred towards sinners, but doesn't care about HIS sins
- kinda sadistic and shows no mercy

I think it would be better if Michael were someone very respectful and realistic with his subordinates but at the same time cold and programmatic with them, but also having a little respect for Charlie, where he would act similar to Yellow Diamond from Steve Universe, and he would be the kind of leader that people don't want but the leader that they need.
