You said you are going to copy the file that you have been using for the other templates. How is anyone supposed to know how that file is generated? Why not do everything from scratch so everyone can see?

Gracias, pero resulta que para crear paquetes multi-proyectos VSIX debia de re-escribir un poco el root.vstemplate. Ya logre hacer las modificaciones de lugar y ahora funciona tal y como esperaba. Gracias por el apoyo.

Diomedes Ignacio Domínguez Ureña hay un comando para refrescar las plantillas a veces no aparecen después de instalar
este es el comando que necesitas correr en el visual studio command prompt devenv /installvstemplates eso te va a refrescar las plantillas
