It would be efficient when Shen has already stacked health, but he plays more aggressively, and Trinity Force gives him the possibility to one-shot minions with the first ability, thus stacking the passive. Additionally, Shen blocks basic attacks, and Irelia has Kraken Slayer, which she can apply with the first ability as well.

Blade of the ruined king is not that good of an item, it comes with great risk reducing survivability greatly while not providing that much extra damage. I think at higher levels irelias best stats and focus should be Ability Haste, Attack damage and HP, Armor and magic resist. Blade of the ruined king provides nothing of that.
