It's a tradeoff, since the Ideology penalty (Different Governments) can really dig into a Culture Game if other civs don't also go with the same T3. Usually I just suck it up and play the T3, but I've seen players like UrsaRyan keep a T2 government through endgame to avoid that malus.
I really appreciate the new suleiman, especially for his bonus toward settler production. With this you can spam new cities, like boes. Because he sincerely founded these cities like a big boes, nothing horrible happened. Really nothing happened... Builder "HOGNNNN!"
It may be considered a waste of gov titles, but one thing I like to do when dealing with a civ that just won't shut up about religious spam, is to install Moksha with Citadel of God into a border city where the enemy likes to enter my empire. Then he acts as the perfect lightning rod, where the AI wastes tons of guys trying to convert an unconvertible city. The AI may have gotten smarter about this since the last time I did it, but I figure if you place him right the AI will still try really hard especially if his city is pressuring their religious cities.
can all the civ streamers/creators get together and make a collaborative document of all of the oversights and bugs for the devs to address before the game is finally sent off for good? ik its a lot of work for any individual but i think all of you together could cover so much ground. and the devs clearly listen to feedback from you, potato and others. i think a collaborative effort could be really effective as we head into the final few months of updates and releases.
