ek central sector scheme h, or is scheme se agency ke duwara EAT module usse karke students ko pay karna h, toh keya hum isme Vendor banaye students ko ya fir beneficiary banakar pay karen...?

You cannot make a student a vendor because in case of a vendor deducting TDS, make the student a beneficiary and pay them.
