You want to make sure to vet everyone before you work with them. Upwork does a decent job at this but make sure to hop on a call with everyone to see who is the best fit. Will make a vid on this. Cost really depends on the size of your project. If you want a simple reskin its a few grand. If you want to build a complex app from scratch it will be much more

I did build it from scratch, with a dev. In this context I was comparing it to purchasing a template, which I did not
