There are two reasons for this; One, since Tails is younger than Sonic, his muscles wouldn't have developed as much, and two, when Sonic curls up into a ball, he is hard and pointy due to his quills, but Tails has soft, thick fur, so his spin dash wouldn't hit as hard since his fur, while making him super cuddly, would soften the blow considerably. Just something to think about.
