Normally if the arm is pointing downwards towards the ground then a penalty is not given . In this case, Cucurrella is leaning over, so we have the ambiguous situation that his arm is pointing downwards but separate from his body at the same time. On the other hand, he involuntarily deflects a shot on goal. The ref interprets that his arm is in a natural position and it's involuntary. One of those cases where you can argue for and against, though another ref might have given a penalty. Fulkrug's possible offside should also have been VAR-checked, not least because there's also a current of opinion claiming he also used his upper arm to control the ball when it bounced. As for Kroos, several yellow-card tackles from him went unpunished. The tackle with which he injured Pedri was verging on the red. He also injured Fabian and stamped on Jamal's foot. Still, Kroos is a great player and it will be sad to see him go

If offside then offside, if handball directly in the line of a goal then give penalty.

When FÜllkrug plays the ball to Musiala, Cucurella goes down watching Musiala with both arms spread out. Just before Musiala plays the ball, he jumps up with wide arms and in the moment Musiala is playing the ball, Cucurellas right arm is already behind his back while his left arm is not! It wasn’t given because the referee didn’t evaluate it as an illegal hand contact. Also based on the TV pictures it actually looks like there was no offside from Fullkrug, but it is impossible to tell. Should have been checked during the game. That’s the most idiotic explanation ever. The arm was far away from the body. 45 degrees or something because the body is bent to one side to block the shot and the arm covers the other side. The arm increases the body shape significantly. If a shot on goal is blocked by an arm that is not touching the body but is loose in the air, it’s a penalty. Simple. This was a clear penalty. Ever seen defenders take their hands behind their back while defending a shot? Because if not and the arm is touching the ball, it’s penalty. Every child who plays football knows this. Taylor is just too arrogant and thinks he deserves to rule over common sense because he is so great.
Everyone using the Offside as an excuse but the explanation was worse. The Offside wasn't even clear since the Spain Knee looks in line with Germany player. The explanation was that it wasn't an intentional position of the hand. They have to stop making excuses to justify a decision or stop changing the rules every year. Or just go back to the basics either mark ANY hand in the area as penalty or mark hands as indirect free kick from inside the area. I don't know why they stop using that foul decision. His hans where not on his side at the time of the shot, rather he had his arm extended and at the second the shot went off he lowered his hand towards his body, probably to tuck in his arm, but that motion made him BLOCK the shot WITH his HAND. For anyone arguing there was a player offside before it was not called by the side line, and right before the shot that player might have been offside, but the ball was a shot at the goal and NOT a pass. If that ball was not a goal and instead a rebound going to a german player, then yes its offside. But this is textbook on what a penalty situation is all about, so clear even Stevie Wonder could see it and not wonder about it.

He could have lifted his arm upwards in order to avoid the ball,but he kept it downwards and moved it to a natural position towards his body,hoping that the ball would strike his arm and knowing that it would not be called as a penalty.

Normally if the arm is pointing downwards towards the ground then a penalty is not given . In this case, Cucurrella is leaning over, so we have the ambiguous situation that his arm is pointing downwards but separate from his body at the same time. On the other hand, he involuntarily deflects a shot on goal. The ref interprets that his arm is in a natural position and it's involuntary. One of those cases where you can argue for and against, though another ref might have given a penalty. Fulkrug's possible offside should also have been VAR-checked, not least because there's also a current of opinion claiming he also used his upper arm to control the ball when it bounced. As for Kroos, several yellow-card tackles from him went unpunished. The tackle with which he injured Pedri was verging on the red. He also injured Fabian and stamped on Jamal's foot. Still, Kroos is a great player and it will be sad to see him go

Nonsense. It’s not about the arm pointing down. It’s about the arm is aligned and touches the body and is not moving far away from it through the air. The player bends his body to one side to block the shot and covers the other side with his arm. Foul. Penalty. Nothing else.

And the UEFA rules do say that if an arm is " predominantly vertical", it's not a penalty...but, of course, as he's leaning over, gravity does pull his arm from his body, so you could also argue his body has become bigger. Basically, this whole controversy is the ref's fault: he should have checked VAR for possible handballs and offsides.

It was wrong not to check it at this level of competition, but if you see the ref just brushed off any appeal and showed two hands pressed to his body. I assume from his angle he thought that Cucurella had both hands close to his body. Right hand yes, but left hand exactly placed to stop the ball. Best call was to check it and decide fair. If offside then offside, if handball directly in the line of a goal then give penalty.

It wasn’t given because the referee didn’t evaluate it as an illegal hand contact. Also based on the TV pictures it actually looks like there was no offside from Fullkrug, but it is impossible to tell. Should have been checked during the game. Also the referee didn’t call offside, because if he had, Spain would have been granted an indirect free-kick, which wasn’t the case.

That’s the most idiotic explanation ever. The arm was far away from the body. 45 degrees or something because the body is bent to one side to block the shot and the arm covers the other side. The arm increases the body shape significantly. If a shot on goal is blocked by an arm that is not touching the body but is loose in the air, it’s a penalty. Simple. This was a clear penalty. Ever seen defenders take their hands behind their back while defending a shot? Because if not and the arm is touching the ball, it’s penalty. Every child who plays football knows this. Taylor is just too arrogant and thinks he deserves to rule over common sense because he is so great.

That is a clear penalty since his hand obstructed the trajectory of a shot at goal. His hans where not on his side at the time of the shot, rather he had his arm extended and at the second the shot went off he lowered his hand towards his body, probably to tuck in his arm, but that motion made him BLOCK the shot WITH his HAND.
For anyone arguing there was a player offside before it was not called by the side line, and right before the shot that player might have been offside, but the ball was a shot at the goal and NOT a pass.
If that ball was not a goal and instead a rebound going to a german player, then yes its offside.

Football is full of rules with room of interpretation, no VAR can change that. If we had very objective rules we wouldnt need a referee that interprets rules.
So internet users put together a photo which proved that Fullkrug wasn’t offside but the handball is controversial. Cucurella had his hand almost like sort of behind him but the IFAB rules say penalty because in doing so he made his body bigger and also moved his hand which makes it a unanimous decision
