The USA and France like to do that during scrambled plays when the opposite makes the first touch and is out of the play. Sometimes Anderson, being originally an outside hitter and playing that position at club level, likes to hit the pipe so a serving outside will cover 1 and hit from 1 instead of from 6 so that Anderson hits the pipe. I see it a lot more with teams such as Japan, Slovenia and Brazil nowadays too, but I first saw that with Sander and Russell with team USA.
I'm not sure but I think it's to indicate that the blocker will whether block the diagonal or the line. In my school, 1 is for line and 2 for diagonal.
