I'm old (mid-forties), but my dad taught me not only how to wind and throw these when I was a kid, but he also showed me how to make them. Apparently when he was a kid these things were used as battle tops. If the person throwing second was good enough, you could actually split the first top with the spike on the tip of the second if you managed to hit the center or the first top. It was apparently like boomer Beyblade back in the 50's and 60's
Grew up playing with these, around 10 yo, you can wind the cord around the top for a different spin. We used to fight each others in the school breaks, we used to mod them.and change the tip for a pointy nail as well. Good simple times!

That was the greatest toy in my childhood. I had 4 and 1 them was a crusher, instead of small metal point, it was a beast of a metal point, I used to break or splinter the others. All is fair in game.
As kids you could mostly buy the wooden ones with the rounded safety tip. You used to take turns trying to break your opponents top. There always was that one kid that would bring a huge one made in a village somewhere with a huge spike on the tip and then they would be banned from school for the rest of the year.
