I THINK that these structures are only being out on private land that has hit been condemned and ALSO land that 2' above then100 year flood plain which is being determined to be Helene's flood height. Exactly what that height is, SEEMS to be being interpreted differemtkynon a county by county basis. How long people may live in a temporary structure is also a county by county code enforcement and zoning determination thing.

As they moved from Pjase 1, e regency, to Pjase 2, temporary, the schools were ordered out of the Helene relief efforts and into session at the state level. As the State announced the move from Phase 2, temporary, into Phase 3, rebuilding, many of the fire departments were ordered to stop all Helene relief efforts on fire department property.

You should talk about some of the counties in NC, like Haywood County, that are telling people it's now illegal to have campers/tiny homes on their own property and who are trying to actively seize some of their property if they can't pay for a brand new foundation to be laid out within the next month.

Storage sheds without running water, no plumbing, and no electricity are not being permitted. A storage shed is not a tiny home. Supposing the county were to allow a storage shed with a space heater in it and it ended up killing or injuring the people using it - then the county would be sued for willfully negligence and violation of code, and it would cost them millions of dollars they don’t have. There’s plenty of unscrupulous lawyers happy to help.

They need straw bales or skirting to block the wind from going under the camper they are vital to retain interior heat in the winter and they need close,regular access to propane,gasoline, and a generator to keep the battery that runs the heater blower charged and for any AC appliances they need to run. Many campers come with generators so you may be able to skip that part.

Thank you for sharing this with us it is hope and a bit of comfort but I had to live in a camper in Tennessee after a separation from my husband I had hop I go my money back and got a home again but if you have ever stayed in a camper in the winter it’s cold even with a heater and your water must come from a source and most likely will freeze

Why are they having to worry about normal ordinances during not normal catastrophic damages. Exceptions should be made to help people in horrific conditions. Give them 5 years to get things figured out and fix. At that point, reevaluate and adjust for those conditions. Be nice, be fair and helpful.
If the house was in a floodplain, the bank is by law required to have flood insurance on that home. So if you have a mortgage, your bank is in the trick bag.
Praise God for this but our tax dollars should be doing this. Our government should step up and instead of rebuilding other countries, rebuild this one.

Most insurance companies don't cover floods. That's a different policy. These people didn't have flood insurance because it wasn't a flood zone until Helene hit and once it flooded, it gets designated flood zone even if it was a 500 year event. It suck!
Those with regular home owners insurance don't have flood insurance so their claims are denied. This is where an insured victim would file with FEMA. FEMA covers non-insured disaster victims. The problem is that FEMA is proving to have an agenda, so FEMA is not paying out the valid disaster claims. Homeowners can't repair/replace their flood-damaged homes without the sizeable funds to do the job.
These donations and the volunteers in WNC are incredible. But it seems they are covering the NEEDS of people, not what they DESERVE. Americans buy insurance to try to help protect their properties and selves. Insurance is a gamble, maybe you'll need it, maybe not. But if you choose NOT to have enough, then you have to live with the consequences. I doubt many of us have enough insurance to totally replace our homes, and yes, we'll have to pay the house off anyway if there's a mortgage.. It's awful to think about having your home washing away., but no one is being targeted in WNC and east TN to go without. It's just that we have cameras and microphones interviewing those who are suffering, and there's unbelievable numbers of people struggling and suffering. It seems that all of a sudden Americans want all kinds of money thrown to this tragedy, even if their representative maybe voted against it on a local, state or national level. And FEMA has been a disappointment, but have you read how few people they actually employ on a day to day basis? Not many, because of a lack of funding! "You can't get blood out of a turnip." So thank goodness for the love and care that is being shown to so many, many of whom were living a marginal existence to begin with, but don't depend on these videos to get a whole picture of a problem.
How clueless could you be? First, let me point out that the majority of homeowners have force-placed home insurance because they have mortgages on their homes and it's a loan requirement. So your allegation that homeowners chose to "not have enough" insurance is just wrong. And it's mean-spirited. None of the WNC homeowners were covered with flood insurance because that type of home insurance was not required by lending institutions. These homeowners were not in a "flood zone". The insurance companies determine their insurance coverage based on the home locations and the flood mapping data, along with other weather and geographical data. So the reason that none of the WNC homeowners didn't "have enough" as you put it, was because there was no need for flood insurance in the mountains. There should be a class action lawsuit against all regulated insurance corporations serving WNC for mis-guided advice and counsel to the disaster victims who purchased their insurance. The insurance companies advised their clients incorrectly and have placed undue financial and emotional burdens on all of them. The homeowners' lack of insurance coverage is NOT the homeowners' fault. But the bottom line is that these homeowners, should they file a claim with FEMA, should receive Federal funding for disaster assistance because they were denied insurance coverage. This alone makes these homeowners with damaged/destroyed homes eligible for disaster assistance. But FEMA is not carrying out their true mission of disaster assistance. Instead, FEMA has re-defined their mission to be DEI-driven and they are defying The Stafford Act which defines FEMA's agency purpose.

Does that mean every one of us DESERVES to have the government replace our homes or pay off our debts? I lived in that area for 25 years. Off the main highway, most people are very poor. They have to make choices with their incomes. I now live in a rural area on the coast where several hurricanes have ravaged homes in the past few years. Some people had insurance on paid off homes, some did not. Many of those houses are still in place, crumbling, because those folks didn't have the money to do extensive repairs. They moved in with family, at least temporarily. FEMA made many smaller repairs here, but it often took a year to get a roof. Certainly FEMA can use some improvements but how can they adequately cover the 5 or 6 states in this disaster with the limited staff that they have? There are not enough workers, period.Whose fault is that? Yes, the government needs to help provide short term assistance, but long term should be up to the individual/family. I don't think that's clueless, that's reality. What has been miraculous is the amount of volunteers and donations that are helping people in this situation. Folks here sure could have used that after our hurricanes.

FEMA has 4 large facilities in the US and they have the ability to staff-up temporary workers for call centers to process all disaster victim applications. Having a 'limited staff' is a non-issue at FEMA when a large disaster strikes, unless they are intentionally negligent in hiring enough people to field the calls. As for FEMA disaster funds -- Federal funds are available for FEMA through their annual, Congressionally-approved budget. That budget is increased through additional funds that are available when requested -- for when NEEDS are there. There is no excuse for "FEMA ran out of money" because additional funding is available with a request for Congress to allocate additional funds. This current administration has intentionally held back the request for additional disaster funding. This administration also altered the entire mission of FEMA and they have changed the 'goals' to be more slanted towards minorities. (This is not legal, but has not been challenged yet.) It is through legislation, The Stafford Act, that FEMA must provide federal funding to qualifying disaster victims, no matter if it's a disaster in 1 state or 20 states. That is LAW....but the law is not being followed and disaster victims are not being compensated. You could research this simply by going to their website to learn more. The Helene disaster, like ALL Federally-declared disasters, requires FEMA inspectors to assess damages, then the claims process begins. The claims are determined to be covered via homeowner insurance and passed-back to the insured FEMA applicant (as a rejected claim), or the damages are covered by FEMA. If FEMA approves disaster assistance, then money is provided to the home owner. It is not FEMA's job to do construction work for disasters. Construction workers are not part of the FEMA arrangement -- you are grossly misled there. Repairs for damaged homes becomes a personal responsibility for the homeowners and it is up to all homeowners to hire and pay for their own repairs. Not all homeowners are capable of doing this, though, and they make poor choices. Sometimes they are even defrauded. That's life. As for your point on run-down homes that are damaged or destroyed by a disaster -- Full coverage is usually not provided because the real property value was found by a FEMA inspector to be depreciated from lack of upkeep. So for example, a damaged roof that is 20 years old will not be fully-funded with disaster assistance, as should be the case. FEMA assistance isn't going to 'upgrade' a home that has been in a state of disrepair. That is a homeowner issue and not part of taxpayer-funded disaster assistance. So the bottom line: A ramshackle home that has not been properly cared for won't get top-dollar funding because of the devaluation process by the FEMA inspector. Their point of view is that of actual reimbursement of what existed, not what would be 'perfect' or 'new'. Don't fault FEMA for this -- it's a homeowner issue. You mentioned hurricane areas with homes that have not been maintained -- With respect to other disasters that are caused by hurricane, earthquake, wildfire, sewer back-up, tornado, flood -- each of those causes of damage are now exclusive, add-on insurance coverage issues. Basic homeowners insurance does not provide coverage on these causes of damage. Insurance companies are financially burdened by paying out claims for big-ticket disaster claims, so the companies completely changed how they do their insurance business. Now, homeowners insurance with these rider policies are VERY expensive, often at a price-point that people can't pay. So unless a homeowner is able to afford add-on coverage for hurricanes, their insurance won't cover losses for a hurricane. That's why you have seen so many homes in a state of disrepair (or abandonment) for a hurricane. The homeowners can't afford the additional premiums to cover their homes for hurricane damage. And it's not FEMA's job (or the taxpayers' burden) to keep paying disaster assistance for homes that are in these disaster-prone areas.
HINT: if your house is crushed/place of work is demolished, I dont know WHY anyone wd want to stay in that area!!! MOVE away to a warmer climate and get a job there!

Most insurance companies don't cover floods. That's a different policy. These people didn't have flood insurance because it wasn't a flood zone until Helene hit and once it flooded, it gets designated flood zone even if it was a 500 year event. It suck!
Those with regular home owners insurance don't have flood insurance so their claims are denied. This is where an insured victim would file with FEMA. FEMA covers non-insured disaster victims. The problem is that FEMA is proving to have an agenda, so FEMA is not paying out the valid disaster claims. Homeowners can't repair/replace their flood-damaged homes without the sizeable funds to do the job.

These donations and the volunteers in WNC are incredible. But it seems they are covering the NEEDS of people, not what they DESERVE. Americans buy insurance to try to help protect their properties and selves. Insurance is a gamble, maybe you'll need it, maybe not. But if you choose NOT to have enough, then you have to live with the consequences. I doubt many of us have enough insurance to totally replace our homes, and yes, we'll have to pay the house off anyway if there's a mortgage.. It's awful to think about having your home washing away., but no one is being targeted in WNC and east TN to go without. It's just that we have cameras and microphones interviewing those who are suffering, and there's unbelievable numbers of people struggling and suffering. It seems that all of a sudden Americans want all kinds of money thrown to this tragedy, even if their representative maybe voted against it on a local, state or national level. And FEMA has been a disappointment, but have you read how few people they actually employ on a day to day basis? Not many, because of a lack of funding! "You can't get blood out of a turnip." So thank goodness for the love and care that is being shown to so many, many of whom were living a marginal existence to begin with, but don't depend on these videos to get a whole picture of a problem.

First, let me point out that the majority of homeowners have force-placed home insurance because they have mortgages on their homes and it's a loan requirement. So your allegation that homeowners chose to "not have enough" insurance is just wrong. And it's mean-spirited.
None of the WNC homeowners were covered with flood insurance because that type of home insurance was not required by lending institutions. These homeowners were not in a "flood zone".
The insurance companies determine their insurance coverage based on the home locations and the flood mapping data, along with other weather and geographical data. So the reason that none of the WNC homeowners didn't "have enough" as you put it, was because there was no need for flood insurance in the mountains.
There should be a class action lawsuit against all regulated insurance corporations serving WNC for mis-guided advice and counsel to the disaster victims who purchased their insurance. The insurance companies advised their clients incorrectly and have placed undue financial and emotional burdens on all of them. The homeowners' lack of insurance coverage is NOT the homeowners' fault.
But the bottom line is that these homeowners, should they file a claim with FEMA, should receive Federal funding for disaster assistance because they were denied insurance coverage. This alone makes these homeowners with damaged/destroyed homes eligible for disaster assistance. But FEMA is not carrying out their true mission of disaster assistance. Instead, FEMA has re-defined their mission to be DEI-driven and they are defying The Stafford Act which defines FEMA's agency purpose.
@@BlueRidgeVirginia I hear what you are saying. My point is that MANY or MOST of us probably don't have enough insurance to cover the replacement of our homes AND to pay off the mortgage. Does that mean every one of us DESERVES to have the government replace our homes or pay off our debts? I lived in that area for 25 years. Off the main highway, most people are very poor. They have to make choices with their incomes. I now live in a rural area on the coast where several hurricanes have ravaged homes in the past few years. Some people had insurance on paid off homes, some did not. Many of those houses are still in place, crumbling, because those folks didn't have the money to do extensive repairs. They moved in with family, at least temporarily. FEMA made many smaller repairs here, but it often took a year to get a roof. Certainly FEMA can use some improvements but how can they adequately cover the 5 or 6 states in this disaster with the limited staff that they have? There are not enough workers, period.Whose fault is that? Yes, the government needs to help provide short term assistance, but long term should be up to the individual/family. I don't think that's clueless, that's reality. What has been miraculous is the amount of volunteers and donations that are helping people in this situation. Folks here sure could have used that after our hurricanes.
@@lindar2245 Unfortunately, you don't understand how FEMA even operates. FEMA has 4 large facilities in the US and they have the ability to staff-up temporary workers for call centers to process all disaster victim applications. Having a 'limited staff' is a non-issue at FEMA when a large disaster strikes, unless they are intentionally negligent in hiring enough people to field the calls.
As for FEMA disaster funds -- Federal funds are available for FEMA through their annual, Congressionally-approved budget. That budget is increased through additional funds that are available when requested -- for when NEEDS are there. There is no excuse for "FEMA ran out of money" because additional funding is available with a request for Congress to allocate additional funds. This current administration has intentionally held back the request for additional disaster funding. This administration also altered the entire mission of FEMA and they have changed the 'goals' to be more slanted towards minorities. (This is not legal, but has not been challenged yet.)
It is through legislation, The Stafford Act, that FEMA must provide federal funding to qualifying disaster victims, no matter if it's a disaster in 1 state or 20 states. That is LAW....but the law is not being followed and disaster victims are not being compensated. You could research this simply by going to their website to learn more.
The Helene disaster, like ALL Federally-declared disasters, requires FEMA inspectors to assess damages, then the claims process begins. The claims are determined to be covered via homeowner insurance and passed-back to the insured FEMA applicant (as a rejected claim), or the damages are covered by FEMA. If FEMA approves disaster assistance, then money is provided to the home owner.
It is not FEMA's job to do construction work for disasters. Construction workers are not part of the FEMA arrangement -- you are grossly misled there. Repairs for damaged homes becomes a personal responsibility for the homeowners and it is up to all homeowners to hire and pay for their own repairs. Not all homeowners are capable of doing this, though, and they make poor choices. Sometimes they are even defrauded. That's life.
As for your point on run-down homes that are damaged or destroyed by a disaster -- Full coverage is usually not provided because the real property value was found by a FEMA inspector to be depreciated from lack of upkeep. So for example, a damaged roof that is 20 years old will not be fully-funded with disaster assistance, as should be the case. FEMA assistance isn't going to 'upgrade' a home that has been in a state of disrepair. That is a homeowner issue and not part of taxpayer-funded disaster assistance. So the bottom line: A ramshackle home that has not been properly cared for won't get top-dollar funding because of the devaluation process by the FEMA inspector. Their point of view is that of actual reimbursement of what existed, not what would be 'perfect' or 'new'. Don't fault FEMA for this -- it's a homeowner issue.
You mentioned hurricane areas with homes that have not been maintained -- With respect to other disasters that are caused by hurricane, earthquake, wildfire, sewer back-up, tornado, flood -- each of those causes of damage are now exclusive, add-on insurance coverage issues. Basic homeowners insurance does not provide coverage on these causes of damage. Insurance companies are financially burdened by paying out claims for big-ticket disaster claims, so the companies completely changed how they do their insurance business. Now, homeowners insurance with these rider policies are VERY expensive, often at a price-point that people can't pay.
So unless a homeowner is able to afford add-on coverage for hurricanes, their insurance won't cover losses for a hurricane. That's why you have seen so many homes in a state of disrepair (or abandonment) for a hurricane. The homeowners can't afford the additional premiums to cover their homes for hurricane damage. And it's not FEMA's job (or the taxpayers' burden) to keep paying disaster assistance for homes that are in these disaster-prone areas.
