After saving for years and having a very lucky windfall, I was just about to buy a house. I had been waiting on a particular house since April but the vendors had difficult time getting the proper paperwork for the house they were buying. They finally got it on September 21st, but it seems that it wasn't processed and they didn't receive a mortgage offer until after the 23rd and they had to pull out. Actually in a developed, industrialized, democratic republican civilization these two institutions are doing exactly what they should be doing. In a democratic society, an elected government tends to do things (spending money) that make the people happy (fiscal irresponsibility). The central bank (Bank of England) is given independence from the whims of the elected government (ruling Tory Party) and is staffed by qualified economists (proper work experience and education) to do what make sense based on economic principles. It is this safe guard that separates absolute-power, authoritarian governments who control all governing institutions from modern, democratic republics. Of course, we know this can cause conflicts between government institutions. As evidenced by the ruling Tory Party castigating economists in the Treasury, OBR, and Bank of England. Calling the Treasury, OBR, and Bank of England economic projections after Brexit as "Project Fear." There are no experts just self-serving, corrupt government officials. This type of political maneuvering has exhausted the confidence that the English people have in their own institutions. When the people lose faith in their government the politicians who threw the stones will suffer the fate of those stones.

If that was the plan, could amendments be made in the HoC to split off the fuel payments from other aspects of it eg end to top rate of tax and/or unregulating bankers bonuses? The latter two are pretty much universally unpopular, but if presented as part of a package, Labour couldn't vote it down, because of the fuel payments. If seems very like the way Republicans have historically inserted completely unrelated measures into larger Dem bills, in order to get them through legislation.
