I think I already had a phone ordered when I posted this video, but wanted to be able to boot it to transfer from it. The issue was the battery. I finally got it to charge by using a USB C to USB C cable in a PD charger, but once fully charged it was down to 22% after sitting around 12 hours with the screen off. Google makes it a PITA to replace the battery and I wasn't going to waste that much time on that slow of a phone.
Battery may be the reason. I have also experienced this with my previous phone (not pixel). Usually batteries, when they are dead, they don't wants to get charged as the charging circuit breaks the connection automatically to prevent mishaps
Try cleaning the charging port with some type of needle and be careful so it won't break (or take it to a trusted mobile shop and tell em to clean it for u)
Maybe try to boot in save mode, sometimes a app or something can cause a charging/booting loop: Press your phone's power button. When the animation starts, press and hold your phone's volume down button. Keep holding it until the animation ends and your phone starts in safe mode. You'll see "Safe mode" at the bottom of your screen.
It shows that it's charging, but doesn't, so I don't think it can be a port issue. The battery is a possibility, but she's only had it for a bit over a year so it shouldn't be bad. It's not worth the hassle and risk of breaking the screen to change the battery. I wish they made batteries easily replaceable like they used to.

2. replace the port

Did you try putting it in rice??
It didn't get wet, and you're actually better off leaving them in open air to dry because they can get dust in them from the rice.

Go buy a replacement pack and do it yourself or go to custom service to save some brain cells
