It's been confirmed by Skunkape Games on Twitter that they're done with their main goal: Remastering The Games.
So it's unlikely they'll ever make a Season 4.

@FridiNaTor They'll stick around to keep making updates for the Remasters whenever they need, they'll also possible provide news for the community, as well as be active around it. Skunkape aren't going anywhere, but they are not making any new projects in the time being. By the way, don't expect a Hit the Road Remaster, it's pretty obvious why they don't want to, as well as the fact they can't do it, for a real answer like that, try contacting their email and asking the question to Jake Rodkin.
@kieranocity but a company needs to make money to survive, if this is the end, then eventually it will be the end of the company too. I am sure they will make something new, even if it's not Sam & Max related.

Yeah, lots of shots just sort of made up for this trailer because the rest of the season wasn’t made yet.

It's interesting that this uses certain shots that were never used in game. Telltale was always funny about that, especially in teasing the next episodes ahead of time (like how TWD S2 had conflicting information with their episode art.) I think it took a while before they dropped that practice and were careful about that.
