I think Americans just call the 24-hour format Military time because the Military Format is the closest equivalent they are likely to encounter .

I’ve never even heard anyone actually say “17 o clock”, if they’re using the 24 hour format they’re necessarily using the “X-hundred” format in my experience. People either use standard time (12 hour “o clock” time), or military time (24 hour “hundred” time).
