Not really. Sure X does have the limitless potential that Dr. Light gave him, he still needs to tap into it. When Wily was constructing Zero, he tried to utilize as much Bassnium as he could, giving him the same limitless potential X has, but Zero can tap into it much easier than X could, since it was a basic manifestation of the Maverick Virus, so if he did tap into it, he could risk going Maverick. All in all, X and Zero are basically an even match.

I'd say whoever your playing is the greater one. Really, this is because players can develop skills, learn patterns and have infinite continues in megaman games, but in the games this is explained as 'having a true cause,' which is why Bass can never defeat Megaman, despite being obviously more powerful.

You're forgetting that X becomes stronger over time, right in the beginning of the story Zero was far superior, without Zeros help X would've been destroyed by Vile at the start of the first game, Zero is only portrayed weaker becouse he's not the main character and in X5 he hadn't reached his full potential, the zero virus wasn't complete, Zero with his Z-Saber and black armor vs X ultimate Armor would end in a draw, X hesitates too much in battle, especially against his friend
