My experience differs somewhat on the matter that only a Guru's permission can unlock the effects of a mantra. The Guru tatva is important-not just "any" human Guru. If the Guru tatva is present in your life and you receive a mantra through that grace, then you can chant that mantra. Naamakshari mantras are for everyone, as are Maha Mantras. Beej mantras should be approached with respect, devotion, and a good understanding. However, my experience suggests that when you are ready for a mantra, it will come to you, no matter what. If you have yet to find a competent and deserving Guru and feel reluctant to chant mantras containing beejas, you can always stick to Naamakshari mantras, Namavali, Chalisa, Stuti, and Strot, etc. There is also a process of "Dev Deeksha Vidhan" outlined in Aagam Tantra, which you can follow after considering Dakshinamurthi Shiv as your Guru. The Guru factor should not compel anyone to settle for just any Guru. Rudrayamal and many scriptures provide detailed insights about a good Guru and a bad "(so-called) Guru." One needs to be careful when selecting a Guru, as discussed in Rudrayamal Tantra.
