The dude has 250+ wickets and 10k+ runs, in both ODIs and tests. He also has 331 catches in tests + ODIs, 4th highest by a non-wicketkeeper batsman (Jayawardene is 1st), so his fielding was above average as well. Kallis may not have been as fast as Kapil Dev, but, he could bowl 130+kmph comfortably.
Also, how about Ian Botham?

It's a personal bias, because not everyone grew up watching Kapil play. His stats actually dont give this man the credit he deserves. Which is why many people rate players with better stats above Kapil (I once saw someone rate Jayasuriya above Kapil, because he had 300 wickets and 13k runs in odis, lol).
It's unfair, but, not much we can do about it. Those who know how impactful Kapil Dev was, don't have to justify it to others who don't. He is a masterclass. :)

I don't know what might be the motivation, this I know Mumbai cricket association never had a very good chemistry with Kapil as he was the one who removed the monopoly of Mumbai in Indian cricket, I know what Ravi Shastri or Prabhaker had though
Six Indian players were handed a one match ban by the referee Mike Denness during a tour of South Africa in 2001 for various illogical and self-made reasons and ball tampering in Sachin's case. However, when asked to explain his decision at the press conference the match referee failed to explain ANY of his decisions which led Ravi Shastri to say "If Mike Denness cannot answer questions, why is he here?" Mike Denness was eventually sacked by the ICC. The ban on Sachin was subsequently overturned which clearly proves he did NOT tamper the ball. An ICC Disputes Resolution Committee hearing headed by Michael Beloff QC (the then Chairman of the ICC Code of Conduct Commission) was scheduled to hear the case on 6-7 June 2002. But the hearing was postponed a week before its scheduled date due to the fake excuses of ill-health and surgery plans of Mike Denness because he was not able to put his point that on which basis he accused Sachin. Running the fingers across or along the seam is very common amongst cricketers. Some keep removing and again wearing gloves with no reason again and again like Dhoni and Sangakkara. Some keep spitting on the hands as in the case of Ponting and so on. By habit such things become an unconscious. Sachin did run his fingers along the seam to remove grass clipping and it was done openly and unconsciously. Ground was wet due to one day before's rain and there was some grass on the ball. Deliberate tampering of the ball is done in a very covert manner and as slyly as possible hiding the operation at all times. Sachin is not even a bowler, why he would take risk on his mountainous reputation without any significant benefit. Its logical thing and every man having little IQ can understand that. Real thing was that no one knew Mike Denness before that incident and he found it easiest way to gain fame by become the first person to catch the greatest batsman cheating. But it back fired, the whole world took stand behind Sachin and asked Denness the proof and basis of accusing but he was blank and subsequently got underground. Sachin didn't tampered the ball, it was just fake and failed publicity stunt by Match referee, as we know all.
mark vaz Kapil Dev was never accused of match fixing. There were rumours that an ex-captain was responsible for match fixing. Everyone thought it was Kapil Dev but it turned out to be Mohd. Azharuddin.

In Kapil era, there were 4 greats..Kapil, Imran, Hadlee and Botham.
Akram was an ATG bowler who could bat, Waugh was an ATG batsman who could bowl. The rest 4 were full-fledged all-rounders.
