Signal at least is open source, so the community should be able to see if there is any client side scanning or logging being done before encryption. For example FB Messenger could be doing some telemetry before encryption while talking about their messaging being "end-to-end encrypted".
I did not find this guest’s explanations appealing. Maybe he’s got a great blog/channel, but I don’t think he was great in this format. A better guest would have been Michael Bazzell from The Privacy, Security, and OSINT Show.
