The reason why Yato and the other starter operators in Arknights cannot be E2d and yet have a description of having more combat experience than that of 5 or more higher rarity operators is because that your starter operators are only there to guide you and demonstrate what each class/type of operators are capable of. They're probably already retired and have already been E2d by a doctor before us and now their main goal or purpose now is to train us on how to deal and properly deploy the operators that we have now.

Khim Edrian Del Rosario Blaze is just a better Salvage. Use Blaze for overall damage for enemies. Use Specter for boss Stalling. Blaze can be totally useless if she get 1-2 shot by a boss while Specter can stall that boss for up to 10-15 second.
Andrew Nguyen but blaze can’t be oneshotted mind you. Her talent works like specter skill, while only last half the time of specter skill and can be only used one time, it makes her very versatile on top of her top tier stats.
