There are NGO's in Nigeria that provide free tampons and condoms, making them accessible but they are not free overall. Again, I respectfully suggest you fix the context so it's not misleading. Also, generalizing America is quite vague. Such social welfares are popular in blue (democrats) municipalities. I've lived in 4 states in the northeast and the Midwest, traveled and experienced about 8 states, and it's like different countries. So, generalizing America is misleading.
