For those wondering; according to the game desc, scan is a buff move. How it works is that it places an effect on anyone caught in it, and when you hit them with any move only then do you gain your buffs...

the scan makes any ragdoll move you use on them a soft ragdoll move

Move sucks buff doesn't matter when you not hitting it unless the enemy is stupid.
And soft ragdoll is only useful when you have Golden pitch the only move that ragdolls well.
And it's still bad.
