It is unknown to me. Those broad peaks usually indicate luminescence (rather than Raman scattering) from chromium and rare earth impurities in minerals. I see it in most minerals so it isn't anything interesting about the SB concrete.
You were allowed to get close enough to the launch pad after takeoff to get a piece of concrete? Cool!
