RUclips has an engine that automatically blocks or removes videos that it recognizes by comparing it with a big library of videos that are illegal to upload, why this one isn't removed is because it didn't resemble anoter video enough. So if you wanna upload the HD video you should make some changes to it before like adding a border or an image in the background so that it looks less like the image in the youtube library.
