hey, why does the upper right sub dial moves a bit laggy when you first pushed the start button? after a while it got better, why is that?

Hello, I have this watch as a gift from my grandfather. Sadly, he had scrapped and dropped it some times , resulting in the seconds hand not moving. Otherwise, date and time work fine. Can this be fixed? Thank you
