Norsemen: Do you like the New World? Do you like food?
    - Do you like turning all that food into armies of Peasants because you're a militarist culture?
    - Do you like *Ransacking for +1000 money per sansack because every Naust gives you +50 money per ransack and you can swift-buy them in coastal and lakeside outposts?* (And do you like ransacking your own luxuries for 1000+money each turn until this gets patched away?). Seriously, give these ransacky guys a go. I was disapppointed that the "Plundered Wages" civic seems to give the +50% multiplier on the base ransack amount and not the final amount.
    - Honestly, 1000+ money per ransack.

I feel like militarists and expansionnists are often confused with one another. The expansionnists are the one wanting to invade to take the territory. They can do so through combat, or through their grievances (hence their usually higher influence or faith output, both can generate grievances if they are dominants in another's territory).
On the other hand, militarists want to kill units, they have to go through it with combats. Their goals though aren't always the same : the huns, the norses want to ransack, the poles, the zulus want to defend. In no way do they want to spread cities like expansionnists. At best, they want outposts, and a point from which come enemy units.
In essence, expansionnists and militarists are close in what they can do with their units, everything else is different.
Last point regarding the swedes and the japanese. I understand that being a naval unit, the corvet is not super useful, but at least, it stay until the end of the game! The zero plane of the japanese is obsolete 2 techs later, a bit of a shame for a science civ

Dutch are underrated, depending on timing. Fluyt is a transport, meaning all your land units double as fairly strong naval units if early enough. As for the VOC, you have to build hamlets one hex square away from your harbors to allow VOC placement. Downside of course is that hamlets aren't maximized, but you are really swapping food/production for coin. And getting the most from VOC may require two preliminary builds: Harbor + Hamlet. Also, +1 coin / pop is nothing to sneeze at, though getting coin affinity stars is hard.

America is a Yankee Doodle Dud in Humankind. The lighting fighter probably saves them from being the worst culture but to me they are definitely the most disappointing. In Real life the United States played a large role in the collapse of the Soviet Union. In Humankind the Soviets will roll over the Americans rather easily only having to worry about the lighting unit if the Americans have a sufficient industrial base to produce a lot of them from previous culture picks. Ignoring previous culture picks, the Soviets simply outclass the Americans and it's too bad. Would like to see balancing where those two cultures can battle on equal footing for domination much like the did for most of the 20th century.

Americans need a buff period. It's best to do that not in relation to one other culture due to one's ideology, but to reflect the USA's actual deployment post WW2. I would 1) switch the Americans to Militarist, since "they are", they outspend the rest of the world combined on military. And there is no Contemporary era Militarist culture; 2) Find a way to build the Emblematic district in territories not owned by the Americans, but either a) allied, b) under American culture influence, and/or in American outposts not integrated into a city. Make these placeable from an American city, so that the foriegn base acts as a muster point for new units.
PS: In my view, the USA had little to do with the end of the USSR, other than act as a passive barrier. No, the arms race did not do them in. That is an (American) myth. The rulers of the USSR dissolved the Soviet Union because they wanted to become capitalists, as they are now with Putin. And Putin faces the USA as a passive barrier just as did the USSR.

I've said it since the beginning, and in almost all of Jumbo's culture review videos. It just hurts to see the Americans so weak and thrown to the side.
I've also said this, I think we simply need to be loud enough in the dev team's ear to get them to buff the Americans.

I used to think the idea of the Americans being expansionist was kind of stupid until I noticed that the Expansionist Ability fit really well. The idea of the Americans throwing their troops all over the place and in everyone's business seems fitting. I will say, however, that I forgot that there wasn't any militarist cultures in the final era, so the idea of that changing might be good.
I really like your idea of allowing the defense agency to be built in Allied territory / Under their Influence. I do think the yields need to be totally reworked though. It could keep it's garrison-like combat bonus, but it needs to either provide extra Influence or Science. The influence shouldn't need an explanation, but as for science, the US is one of the leading countries if not THE leading country in military technology. I think the bonus could stem from surrounding units, the district earning a base yield for every army surrounding it.

Yes, this is exactly what I've been hoping they get (through patching or modding) from the beginning: An "Overseas Air Force Base" that can be build in allied and outpost territories and that acts as a spawn point, a garrison, and an airport.

I would love to play this game however it does not mention my culture which is a great shame and I always noticed that my culture gets too little attention even tho it changed the world history, I am talking about Arabia, they obviously included the ummayads but not the abbasids which are two wonderful examples of Arabian (arabs for arabia) cultures, and the worst part they didnt say Arabians
