Peugeot guys were building dohc 4 V engines _way_ back in the day, Harry Miller "borrowed" a lot of the valvetrain engineering from them, and created an engine that later was bought by Fred Offenhauser, and Harry Miller's neighbor was Ole Evinrude, of outboard fame, who removed 2 cylinders from a Miller engine to create the first outboard, as it was lightweight aluminum. I can't speak for other states but in California it was prohibitively expensive to equip an everyday car to pass the emissions tests, even if the manufacturers cheated (which they all did, not just VW). Luxury cars could consider the additional expense and maintenance, but generally chose not to.
Trucks are allowed much higher emissions, so there are plenty of diesel trucks.

Those V12 diesels were absolute monsters, and especially the Peugeot, despite reliability issues, held lap and qualifying records for a long time. When the diesel came there was no competition for the Audi to fight against until Peugeot came.

They introduced the GT40 and while it took a few years for Ford and Shelby to get the hang of LeMans racing, they came back to dominate old man Enzo and his racing team.
