There is total of 5 and also 5 angel and other are Demon/Devils. 5 Harbingers are Leona, TK, Varus, Katarina & Twitch, the 5 angels are Ashe, Irelia, Senna & Sion (dunno why sion thou). Demons/Devil are mostly people like Yone, Lucian & etc.

Because he isn't a legendary skin. 9nly legendary skins have nee voicelines. Legendaries cost 1820rp while normal skins cost less.
