      What that guy said about cell phones is true (especially if you have one of the two major cell phone operating systems -- I cannot name them because this platform does not let one say certain things).       He non-answers. It depends on how you define deep state. There are a number of unelected bureaucrats servicing in govt agencies across multiple agencies who have very little effective accountability. These people are employed across administrations which makes it hard for them to be held to account. And Congress effectively abdicated its legislative responsibility to these agencies in the spirit of “deferring to the experts”. So what you have is a group of people that can wield the power of the govt without any way for the american people to hold them accountable. I would argue these agencies are unconstitutional in their current form. The EPA, for instance, should have to propose regulations in Congress and have the members of Congress vote on them. Instead, today, Congress passes some broad law like “EPA will ensure clean water for the american people”, then the EPA can do whatever it wants to enforce that without Congresses approval. This creates unique power in these agencies that can span a lifetime because the people running them can work there for their entire lives while never facing an election. And THAT can be considered a form of the deep state, pick your agency (*cough* CIA). Just kidding, the CIA serves at the behest of the President, so he can fire anyone in the CIA at any time for any reason, so they probably have more accountability than other agencies.
