Nobody can do that. The IP address belongs to your Internet service provider and does not contain any customer data. The location of this IP address is usually in your city, as this is where your ISP's routers are located and this is always misunderstood.

They would then connect to the Internet backbone at an Internet Exchange Point (IXP). An IXP is where the various ISPs, carriers and others meet to exchange packets. A bit on my background, I have worked in telecom for about half a century, more recently with networks. I have my Cisco CCNA and the building I used to work in for a telecom is now an IXP. I have since done some work in that building for a cell phone carrier. So, when a company such as IBM or Microsoft, etc. gets their addresses they have nothing to do with any ISP as they are their own. Look up "autonomous system" on Wikipedia for more info.
And add into that, VPNs. For less than the price of a candy bar, you can get a piece of software that gives everything you do an IP address from the other side of the world. For the price of a Netflix sub, you can get a good one that can even fool ... Netflix. People do it to watch shows only available overseas. People in the US do it to binge Law and Order: UK. UK users do it to get access to US movies earlier than they are sometimes offered there. Canadians and Aussies do it to do both. Chinese users do it to get around the Great Firewall. Every country has VPN hosts and users. You could also sue, instead of going to Law Enforcement, but likely you will end up spending a lot of money and not getting much to show for it. Wdym, you should be contacting your local police. The FBI is just a backup for serious cases where the cops will then contact us to take this into further consideration if they can't do anything.

I'm not sure how many headquarters we have over there, but if the case is taken then probably two FBI agents will pay you a visit in person because that's what we do. My satellite connection shows me in Queensland (I'm in regional western australia)... Though I have a 4G connection for gaming which does show me in WA. It caused a bit of security confusion with discord a while ago
