You have to factor in the US govt and the white house neo cons. With the issues vs BBM abrewing, it is extremely plausible that the ICC issue presents an attractive alternative tool for damage control, US cannot let go of BBM as its proxy pawn in its perceived “war” vs China while VP Sarah is definitely anathema to thier cause.
