In Vegeta's defense for throwing the dragon ball, he really didn't have many options. We already saw that there was no point in out-flying them and it wouldn't be smart either to just put the dragon ball on the ground as he fights. Vegeta was desperate and probably banking on the fact that he could throw stuff faster than he could fly. Regardless of what Vegeta did, it was inevitable that the Ginyu Force would get the dragon balls.

Troopers, Samurai Cyber-Squad or Tattooed Teenage Alien Fighters From Beverly Hills?
