Harugumo is a very hard ship to play..... you have to play it more like a light cruiser, capping generally is almost suicide

True but smoke and HE wombo combo, with 12 torps for emergencies.
Plus upcoming legendary upgrade giving it USN smoke

why？6.2km concealment makes it stealthier than most gun boat. And only a pure torp boat like shima can out-spot you substantially, but they lack the fire power to fight you.plus smoke and good torps. Thus it is very competitive for caping.

In Hargumo you could change the concealment expert to advanced firing training for longer ranges in exchange for a higher spotting range
