I see the whole "say the same sentence again but slower" is a universal experience for talking to someone who can't understand you.
she's trying to do an english accent ^^;;; american english does have a lower average pitch than japanese. it does help japanese people understand english when someone tries to say things in a 'japanese way' because japanese people are often familiar with the katakana pronunciations of english words but not the real pronunciations, so they might assume it would also work the other way (it usually doesn't.) but in this case nerissa just doesn't know what ichiban or shita mean so there's no hope :D

It's the same thing native English speakers often do when they talk to someone who doesn't speak the language, they speak loud and slow as if that changes anything. People can be so silly and illogical in such situations.
Your voice naturally goes to a lower register when speaking slowly, even more so if you're trying to emphasize your words.
Kanata is so nice for trying to speak English just to help Nerissa out.
Almost immediately bailing out with a "Mumei, Help!" when Kanata attempted conversation is so god damn relatable. It's just made funnier cause Kanata immediately understands what's happening.

Its interesting how much Japanese Nerissa knows while being unable to speak much at all. She is extremely good at memorizing stuff.
Sometimes it be like that especially with listening. I use anki so my reading is pretty good and I can read manga or VNs no problem.
Yet because I never practice listening I need JP subs to be able to understand anything beyond basic stuff in spoken conversations.
At least when you read you can tell what is what from the kanji or kana but when spoken it all kinda blends together because so many words sound similar to each other.
Reading, listening, and speaking are different skills you have to develop.
I'd say it depends on how you learn. I watch a bunch of HoloJP streams so I can understand the majority of what's being said but my speaking and keigo are terrible. Korone also seems to have "Nerissa syndrome" but for English.
Doesn't seem that unusual especially if she learned mostly through exposure. I've got 2 decades of experience just listening to Japanese with subs and I can understand a ton of stuff just through memorization but actually using that knowledge to form a sentence is much harder

Apart from this, she was constantly looking back to check if there are any EN/ID girls that may not catch the instruction to start moving and got left behind when they move from one arena to another too ever since the first team practice. She also made Mumei some translated directional instruction that she thought may come useful in the princess escort race with very broken English. She’s just so cute and wholesome!

In a way, I kinda understand. Based on information I can gather by listening and watching clips and her streams, she is probably the weakest on the EN side of Hololive in her understanding of Japanese being that from the sounds of things she doesn't really have anyone around her that speaks Japanese if anyone. Based on her accent alone, I can say that she likely doesn't have anyone of Japanese heritage around her either. The Great Plains states of America aren't exactly known for Asian culture besides Chicago and that is just a small area in Chicago. From my point of view a lot of the cities in Illinois have a demographic that has at most 2% Asian lineage and the further you are from the big city the lower that number gets.
Likely she is teaching herself Japanese so she might take the longest out of any of the EN members to start understanding a little of what the JP members are saying.

She can read kanji and pronounce lyrics; totally different from a spur of the moment instruction / convo. I can read German but if I were Rissa and Kanata had spoken German i would have been just as panicked 😅

I think every holo girl has at least one song in japanese if not more but most of them don't speak it. Gura has a few, calli, amelia, etc. I think its a requirement so they reach japanese fans and english speaking fans as well.
On debut she claimed to know about 2000 words (at the time she said "kanji", but later clarified that this was a gaffe and she meant "vocabulary words"), but if she is anything like a lot of modern learners of Japanese, most of those words were probably learned through flash cards, and most of her skill is bottlenecked in a reading or writing context, with very little oppportunity (or will) to improve live conversational skill.
I mean, even Kaela has sung at least one song in Japanese, and I'm pretty sure she doesn't know much at all about it
Why do people automatically assume that they can speak Japanese just because they’ve released covers in it lol. They’re just repeating what they’ve heard phonetically after lots of practice. It’s the same as when non-Japanese speakers release covers of anime openings.
