That's not true, Raven's power needs control which is not mutually exclusive with love. In fact, love actually strengthens Raven's powers. As for growth, there's no evidence to suggest that Raven would hinder Robin's growth but it shows that Raven did grow thanks to her relationship with Robin both figuratively and literally(True fans would know what scene I'm talking about)
