Not to burst your bubble but I believe most editing software allows for automatic insertion or removal of individual frames to allow for that kind of timing. You can get an old, junk computer, put the free Linux OS on it, get the free Linux version of video editing software and you're all set to move to Hollywood. (Just not from North Korea.) But credit where credit is due, it was done very well.

North Korea is definitely better than many other countries, I will be there for vacation again soon, and possibly I will buy an house over there too, before most of the world realizes about the media scam and propaganda against it, and how good actually is to live there, especially now with so few people in it.
