Can you use this with mild steel and / or stainless steel for making washers.

Yes, depending on thickness. obviously tougher materials will blunt the punches quicker. But easy to sharpen them using emery paper on a flat surface. Dave

Is it better to anneal after putting the hammer texture or is being work hardened preferable for punching out shapes? I thought I heard that hardened is better for saw piercing work. Not sure if that is even true 😅. Anyways if anyone knows the answer, thanks in advance.
Annealing makes little difference to the punch. I wouldn't think it makes any difference to sawing either. So unless I particularly want to "bend" the metal afterwards, I prefer to leave it work hardened, as it makes for stronger jewellery. Dave
Is this only for copper? Can I use steel? Also, do you have something where I can just make the center hole tapered, so I could screw the washer down with a tapered head screw but they would both sit flush?
The punch is designed for jewellers, so aluminium, copper, brass, silver and gold. Ie non ferrous metals. Its not designed for steel. The punch is designed to cut straight flat holes, in thin sheet. Tapered holes, for countersunk screws would probably best be made with countersink bit in a drill, but would presumably require a thicker washer to accommodate the height of the screw head. So not something this tool is designed for. Hope this helps. Thanks for watching, Dave

Aren't washers basically very short holes with its ends exposed and its sides surrounded by metal?

+Ren K Thick card and plastic possibly. But paper or lighter materials probably not. It is designed to cut things that are rigid. if you wish to cut paper and card then consider hand punches

looks like the biggest diameter this pepe tool can offer is 1" I would need washers with an outer diameter of 2" and various smaller inner diameters.
If you check out Pepe's website, they do make much larger punches in double and single sets. Dave
