The Raptor3 eliminates most of the flanges that leaked the super high-pressure side of fuel and LOX delivery to main chamber. Every engine company has the same problem with cryogenic fuel/lox plumbing on their engines.
With the need for reloading and inspecting of heatshield maybe a dedicated mobile landing pad that sits over a flame trench and a QD for offloading unused fuel and lox and safeing of the Starship. If SpaceX insist on catching both stages, the launch pad aka OLM should be positioned at the far side of chopsticks reach placing the booster as far away from incoming starship catch.
Re. thoughts re streamlining the US regulatory environment. Of course! Streamline it!! China regularly has spent stages (and due to a recent accident) resulting in rocket debris coming down in or near populated areas. Obviously China's government is prioritizing rapid development - perhaps too much so... Literally the main thing should be protecting the public and the environment in cases where dangerous chemicals or processes are involved - In SpaceX's case, they are using materials and processes that do not pose significant risk to then environment. So for the most part the US government just needs to get out of the way and let Space companies manage risk and only oversee and step-in when necessary.

It would make so much sense to make a 3rd stage for starship. put the orbital fuel depot on the nose and it doesn't need landing systems. Land the starship and repeat launches... Put an expendable 2nd stage between the booster and starship for misssions where starship is the payload. This just needs to be a 3 stage operation from the rocket equation. get so much more value if you have a space only 3rd stage or an extra kick. Hell, might even be able to make it a 4 stage rocket...
catching is not going to be reliably or econically feasible. look at the attempts to catch f9 fairings. best way to recover rockets is to let them land nearby then stack them back up after checkups.
