"Free" is a relative term. Quest PDF is only free for open source projects, non-profit organizations, and businesses with revenue of less than $1M USD. Once your company, not just a single application, generates more than $1M USD in annual revenue it is necessary to purchase a Professional or Enterprise license. The proper license is determined based on the number of developers the company engages to work on its applications.
