The layer of concrete resting atop a layer of sand/sort prior to another layer of concrete for protection is called (in the USA) a "Burster" layer or course. The thought was that in penetrating that initial hardened cover, the Bob's timer dude would activate and ideally the bomb or artillery projectile would explode in that sand buffer layer instead of inside the actual bunker.
