What is the difference between ByLayer and ByBlock color ?

Hey if you would please explain dealing with annotation for something like text, I used your previous video for dealing with text in autolisp but I have not been able to figure out how I can preset the text or mtext to annotative every time I create it. This would be massively helpful, thank you!
