You should always try to push in story, the higher the chapter your on the more resources you will get. No mater how over power the team's seem I'm 300 million less power than pika and I'm on 43-36 also f2p but I started 6 weeks after the start of the game. Don't be scared to merc I see people trying to do it without help do whatever you have to do to get though a stage.
