Its just a counter wich get a clock pulse from the 555 wich counts a step further thus lighting up the next led its pretty simple but cool
Its actually how the original kitt was made but with extra diodes to get the return.

Old rainbow kits when I was a kid used the same 555 timer and decade counter for everything including electronic dice and chasing lights.

Could you make the lights fade on and fade of by adding a small isolated capacitor to each line to the LEDs? And would the ic be capable of reverseling the light order? Didn't kit have a light going across and back?

There is an error in your сircuit diagram. NE 555 pin8 must be connected to pin 4 not 3.

Cool, but KITT’s light swooshed back and forth with a dimming effect at the tail of the chaser. Would that be a simple circuit change? Or would you need an Arduino or something?
