I don't think Wii Mario Circuit will make it into the Booster Course Pass, which I really wanted because it had the Toad Town buildings from Galaxy. Do you think Toad Harbor is a reasonable replacement? I guess some of the buildings kind of fit the description.
No shortcut sadly. That tram line leads into a tunnel which you can't enter, and if you view the track's model you can see the tunnel doesn't actually go anywhere.

2:13 is there not a secret shortcut on the hard right you can go down along the tram lines before entering back onto the track

They should’ve allowed you to go into the tunnel, then come out on the other side.
