The animator is known as ina☆ at Nico. She may also be found at pixiv as i if you are interested in seeing more of her work.
This is an animation trend that's been seen at Niconico douga a long while ago. Sonic just joined it a few minutes ago. The song in the background is "ケロ⑨destiny" (Kero ⑨ destiny), a remix of Suwako Moriya's Theme from Touhou's Mountain of Faith - Wind God Record (Touhou Fuujinroku). Japanese Internet culture (and language) is recommended to enjoy this video to its fullest though you may be able to enjoy the silly animation nonetheless.
Note that the Japanese subtitled lyrics do not follow the actual song lyrics. As it is a parody, they are Sonic interpretation of the dong.

I have fond memories of watching this adorable video years ago in the early 2010s, when my older sister introduced me to Sonic. Now a decade later, after seeing the Sonic 2 movie and feeling excited for the next one, I found myself suddenly remembering this and wanted to see it again, but I couldn't remember the title and couldn't seem to find anything with the search terms I tried. I began to fear it had been taken down like so many videos from the older days of the Sonic fandom have been. Luckily, my younger sister, who used to listen to vocaloid songs a lot and also had seen this video in the past, was able to find the title of the Kero Destiny song and use that to then find this video. I'm so happy to have found this video again after all these years, and I hope it never gets deleted.
I have to come back to this song periodically, it's very significant to me. I was like around 10 when I first saw this. Me and my friends loved this video and we would just watch it on replay once in a while. So addicting and catchy. This video needs to be preserved.

(This is important!) This is based off a utau song by a utau called Kasane Teto. This song is called teto territory. In the original, instead of sonic characters there is Kasane Teto, a teacher, some other utaus and some vocaloids. In this version, there is loads of chaos, and loads of sonic characters.
Mimimi Chan Actually, Teto's Territory is based from Cirno's Perfect Math Class (based from Beloved Tomboyish Girl) and Kero 9 Destiny (based from Native Faith). The song heared on the video is Kero 9 Destiny.
